Wow, so it's nighttime, the cops pull up and perform a felony stop w/ weapon drawn and he gets arrested for failure to inform? You have GOT to be kidding me.
Like Brian said, the 1st thought in that situation is "don't do or say anything that might get me shot."
Stories like this are why I dread getting pulled over while carrying (knock on wood)
Sorry to hear about that incident. I would recommend that he file a complaint and criminal theft charges for his flashlight and any other items that were not returned to him. He should also name the arresting officer, file a written complaint with the city, and file a written complaint with OPOTA to try and get the officer's peace officer certification revoked.

Sheesh. Stories like that make me glad I left the Rust Belt for the nominally free Rocky Mountain states.
