get a clue, zoo.

Officials say they are still baffled as to how a Siberian tiger was able to escape from its enclosure, kill a person and injure two others.

Might I suggest they watch this video?

Huh; I thought I left this a moment ago but the website says it didn't take.

ANYWAY- some animal expert pointed out that Siberians are the sumo wrestlers of the cat world, and because of their bulk, don't even climb trees much. In this frame of reference, I suppose a house cat would be Olga Korbut or similar.

Also, heard but not confirmed, that December 27, the zoo admitted their enclosure wall was 4' shorter (than what? than required? recommended? what?)

The wall height from the bottom of the "moat" was only 12-feet, not the AZA (Association of Zoos and Aquariums) recommended 15' or better, and it's possible one of the kids was dangling his leg over (while taunting), allowing a grab-point for the cat. Sad story.
